About Our Law Office

Our law office was established in 1982 by Hasan Bıyıklı, Attorney at Law, LL.M, PhD; Prof. Dr. Güven Vural, Attorney at Law; and Şahin Mengü, Attorney at Law. Shortly after its founding, Prof. Dr. Gündüz Ökçün, former Minister of Foreign Affairs, joined our office and worked with us until his passing in 1986.

In 1988, Prof. Dr. Güven Vural left the firm upon his appointment as Legal Advisor to Eximbank. That same year, Mutluhan Karagözoğlu, Attorney at Law, joined our team. Over the years, the office has continued to grow, with notable additions including Şükrü Evrim İnal (1995), Ahmet Çörtoğlu (1997), and, more recently, attorneys Elif Tığlı Özcihan, Burak Çörtoğlu, and Semih Ecer between 2011 and 2016.

The passing of our founding partner, Mr. Şahin Mengü, in 2021 marked a significant moment in our firm’s history. However, we remain committed to continuing his legacy of excellence in legal practice.

Today, our office is staffed by seven experienced attorneys, supported by a team of at least two apprentice lawyers, who rotate periodically, and a dedicated support staff of five professionals. Together, we work across a broad spectrum of legal fields, with an emphasis on both classical and emerging areas of law.

In addition to our core practice, we are committed to continuous professional development. Our attorneys regularly engage in educational activities, keeping up with the latest legal amendments and participating in external training programs when necessary. This dedication to professional growth ensures that we remain at the forefront of legal expertise and can offer our clients the highest quality of service.
